consuetude est altera lex (Lat) : Custom is another law. Customs are of two kinds, those that are general and apply universally without regard to locality or class of people and secondly those that are particular or local ones. William Noye (of England) distinguishes them thus “customs are or two sorts, general customs in use throughout the whole realm, called maxims; particular customs used in some certain county, city, town or lordship.”
